In order to attract more businessmen home and abroad to invest in factories and run business in Chongming Industrial Park, the Park adheres to the concept of "service is the first resources" and carries out "full service" and "comprehensive service" to enterprises in the Park. The merchants service center and the real estate management center are specially set up to provide to the companies the information, policy consultation, investment direction, undertaking of commissions for corporate registration and tax registration. They will also manage in full-scale the manufacturing enterprises in the Park in safety and hygiene, civilized production, and staff training to ensure a fairly good production environment. For those companies that are situated in the Park but do business outside the island, the administrative bureaus for industry and commerce, tax, and labor in the island will assign special personnel to the representative offices in downtown to serve these companies.
